The Forecast is changeable
"But that isn't what they said yesterday!"  Whenever we're looking forward to a few days dry weather it always seems to disappear from the forecast just before we set off.  Never mind whether the forecast  is actually right for any given day; does the forecast itself keep changing?

To investigate the matter here's a log of the forecast for Manchester.  Everyone knows that the weather in April is changeable.  Now we can reveal that what the Met Office says about any given day is twice as likely to change as it is to stay the same, i.e only 11 forecasts out of 32 remained unchanged from the previous day.

So far the conclusion is that the forecast for any given day is twice as likely to be changed the next day as it is to stay the same!
